Job DescriptionDescriptionWHO is the specialized agency of the United Nations with objectives to promote health, ensure global safety, and assist the vulnerable. The WHO Indonesia Country Office leads the health authority role by supporting the Indonesian Government in creating, executing, and evaluating national health policies and strategies, establishing norms and standards, enhancing knowledge dissemination and management, observing the country's health status, and enhancing sustainable institutional capacity. The office fosters a collaborative relationship with the Government of Indonesia to achieve universal health coverage, providing accessible, cost-effective, and high-quality health services to all citizens. This supports the government's endeavors to reach national health targets, ensure universal health coverage, and contribute to global and regional public health actions by offering tailored technical support in national policy formulation, setting norms and standards, enhancing knowledge dissemination and management, observing the country's health status, and enhancing sustainable institutional capacity, to play a more prominent role in various national level policy and technical forums. Within the context of the cooperative Country Cooperation Strategy, the Health Systems Programme aims to advance universal health coverage by enhancing primary health care. The Health Systems Programme offers technical and coordination assistance to the Indonesian Government for evidence-based feasible, sustainable, and fair national health policies, strategies, and plans towards universal health coverage. The Programme aligns with the health systems building blocks: primary health care-based service delivery, human resources, health financing, and access to medicines.Duties:Under the overall direction of the WHO Representative, and reporting directly to the Team Leader, Health Systems, the incumbent will carry out the following responsibilities:Support health policy development and health planning within a decentralized health system, including technical consultations and collaboration with various stakeholders and partners from within and outside the health sector.Assist in regular reviews, assessments, and evaluations of policies and plans, including implementing monitoring and evaluation frameworks for universal health coverage and Sustainable Development Goals.Provide technical aid in designing, implementing, and monitoring/evaluating health service delivery and management at multiple levels, focusing on primary health care with efficient referral systems, quality enhancement, and patient safety initiatives.Offer technical support to enhance health financing mechanisms, budgeting, and financial management processes to reach national health objectives and SDG targets.Help the Ministry of Health engage effectively with non-state actors, including the private sector, in the national universal health coverage agenda by strengthening suitable mechanisms (e.g., coordination, regulation, licensing, accreditation, etc.).Assist the Ministry of Health in its decision-making at all levels through capacity development to enhance results-based governance and health system performance, including utilizing information and management tools.Assist the country in creating/updating HRH country profile and information systems, health workforce plan and staff projections, and implementing strategies, guidelines, and regulations for HRH production, staff deployment and retention, health worker training and professional development, and staff improvement plans.Provide advice on any necessary operational research to support activities related to human resources for health planning, management, and development.Deliver technical support and guidance to other WHO programs and staff on various issues related to health systems.Complete any additional tasks as assigned by the WHO Representative.Required Qualifications:Education:Essential: University degree in a health-related field and a master's degree in public health, health policy, health planning and management, health financing, social sciences or related discipline from a recognized institution.Experience:Essential: At least 7 years of pertinent work experience in policy development, planning, management, or improvement of health systems addressing public health concerns, with a minimum of five years in an international setting with increasing roles in health and development; demonstrated ability to engage effectively with multiple high-level stakeholders from government, development partners, etc.Skills:Demonstrated technical writing abilities in formulating national, sub-national, and systemic policies, strategies, and plans.Effective communication skills in explaining technical aspects to policymakers and program planners, and in building agreement among stakeholders at the country level.Capacity for national capacity development, program planning, and implementation.Ability to promote and lead teamwork among diverse national and cultural backgrounds, as well as various stakeholders, particularly in national policy/strategy/planning development processes, and for a unified WHO response at the country level.Capability to enhance the visibility of WHO in Indonesia.Language Skills:Essential: Proficiency in written and spoken English.Source: Recommend your friendWHO is looking for dedicated individuals to join the team and contribute towards advancing global health.
