What the ‘Dalilah law’ is and why is Trump calling for it to be passed?

US President Donald Trump announced that his administration will pass the “Dalilah law”, which would prevent states from issuing commercial driving licenses to illegal immigrants.

Trump made the announcement during his State of the Union 2026 speech.

“Many, if not most, illegal aliens do not speak English and cannot read even the most basic road signs,” he said in the address

“That’s why tonight I’m calling on Congress to pass what we will call the Dalilah law, barring any state from granting commercial driver’s licenses to illegal aliens,” he added.

The law was named after Dalilah Coleman, a 5-year-old first grader who was severely injured in a car crash caused by an illegal immigrant from India who was driving a semitruck.

The legislation would prevent any state from issuing these licenses to “illegal aliens”

The law was named after Dalilah Coleman, a 5-year-old first grader who was severely injured in a car crash caused by an illegal immigrant from India who was driving a semitruck.

The accident occurred in June 2024. Singh, who was driving at an unsafe speed, failed to stop for traffic and a construction zone. The accident led to a multi-car pileup. He was arrested by ICE in August 2025.

“Her injuries include a traumatic brain injury, Cerebral Palsy, and she will need lifelong care and therapy,” the White House said.

The accused was Pratap Singh. He had crossed the border in 2022.

In August 2025, Harjinder Singh, a 28-year-old illegal immigrant from India, caused a fatal road accident on the Florida Turnpike while attempting an illegal U-turn. The semi-truck got stuck and caused a minivan to collide with the trailer, resulting in the death of three people.

Following the incident, US Secretary of State Marco Rubio announced that the Trump administration would stop issuing US visas for truck drivers.
