Many applicants are now voicing serious concerns about the lack of transparency and fairness in the visa process conducted by Indonesia’s immigration authorities.
A Sudden System Change Without Official Notice
One of the main sources of frustration came from the abrupt change in the application system. What was previously known as the “first come, first served” War Visa mechanism was suddenly replaced by a Lottery Visa system. This drastic change occurred without any prior public announcement, explanation, or technical guidance from the immigration office.
Thousands of applicants had spent time and money preparing for the registration day—paying for IELTS tests, transportation, and even renting internet cafés for hours to participate in the so-called “visa war.” Yet, when the registration finally opened, many found no submission button, no application form, and no document upload option. It was as if the promised War Visa system simply never went live.
Allegations of Irregularities and Lack of Transparency
This situation has raised serious suspicions of irregularities or possible misconduct. Several participants claimed that visa offers were sent “randomly” to selected emails, without any clear or accountable selection process.
In a public service system, such opacity naturally erodes public confidence in the institution’s integrity.
The public believes that a national-scale program like War Visa — which involves the hopes and futures of thousands of Indonesian youth — should be managed professionally, transparently, and open to public audit.
If this kind of uncertainty continues, it won’t only damage citizens’ trust but also harm Indonesia’s reputation internationally.

A Call for Clarity and Accountability from Immigration Authorities
We, the applicants of War Visa SDUWHV 2025, do not intend to attack or discredit the immigration office.
We only seek an official clarification and transparent evaluation regarding what truly happened with this year’s War Visa system.
Was it really converted into a Lottery Visa?
If so, why was there no prior notice to the public?
And how exactly were the “random” recipients selected?
We firmly believe that transparency and open communication are essential to rebuilding public trust in government institutions.
Conclusion
The War Visa is more than just a “clicking competition.” For many, it represents hope—hope to grow, to work, and to contribute globally.
That hope has dimmed because of a confusing and opaque process.
